Ribbon: Equal stripes of white, orange, and black.

Instituted: 21 February 1913.

Awarded: To the nobility, members of the armed forces, and those who attended celebratory events at which the Tsar was present. In addition the right to wear the medal (but it had to be purchased) was given to public servants, members of the Duma, priests, and other groups.
